A chilling report reveals that David Fuller also known as the “Morgue Monster” engaged in a gruesome 15-year assault on the dead women’s bodies due to “serious failings” at the hospitals where he worked, according to an inquiry.
Fuller, a double killer, exploited his position in mortuaries at Tunbridge Wells Hospital and the former Kent and Sussex Hospital, assaulting at least 101 women.
Inquiry chairman Sir Jonathan Michael emphasised the “missed opportunities” to halt Fuller’s necrophiliac spree, attributing the failures to management, governance lapses, regulatory shortcomings, and a lack of adherence to standard policies.
Sir Jonathan Michael stated, “Failures of management, of governance, of regulation, failure to follow standard policies and procedures, together with a persistent lack of curiosity, all contributed to the creation of the environment in which he was able to offend.”
The inquiry’s findings underscored instances of neglect, including leaving deceased individuals unrefrigerated overnight at Tunbridge Wells Hospital and Fuller entering a mortuary 444 times in a year without scrutiny.
The report issued 17 recommendations to prevent similar atrocities, advocating measures like CCTV installation and mandatory accompaniment for non-mortuary staff. The inquiry highlighted that heightened curiosity from colleagues, managers, and leaders could have curtailed Fuller’s offences.
Known as the ‘Bedsit Killer,’ Fuller was apprehended 33 years after the murders of Wendy Knell and Caroline Pierce in 1987. A subsequent search of his residence uncovered disturbing videos depicting his abuse of the bodies of deceased women over a decade.
Fuller’s heinous acts extended to victims as young as nine and as old as 100, leading to two life sentences for the murders and additional prison time for 51 other offences, including the sexual abuse of 23 women’s bodies.
